1 New York sewer

1 former pet rat of a Japanese owner that did karate

4 sets of quality weapons just lying around

4 Renaissance artists

1 Shredder (not for cheese)

Age the 4 baby tur-tles to teenhood. Sprinkle them with martial arts training. Feed them pizza and skateboards periodically. Sometimes they fight crime. Add 1980's and 1990's merchandising.
